It will be seen that delivery was to take
place in 60 days from the 8th. October or, say, by the 8th.
December, but apparently the first of the material was not
delivered until about the 2o.1.10 (the B/L. is dated 24.1.10)
or say 6 weeks after the stipulated date.
With regard to the part which I took in
the matter, Mr. Waring wrote to me on the 29th. September
stating that it had been found desirable to make certain
modifications in the design sent from Hongkong as regarded the
ironwork for the cornice at the top of the building and he
requested my KEMAEIN Comments on these modifications. He conclud
-ed by stating that in the event of my coming to Town and wish-
-ing to discuss the matter with him he would be very pleased
to see me and asking me whether the work was urgently required
in the Colony as he had reason to believe that the lowest
tenderers would not offor the shortest time for delivery.
I replied on the 4th. October and EREXEEtX
pointed out certain objections to the proposed modifications.
As regarded delivery, I seid it would suffice if the first-
-floor ironwork and the columns could be despatched at an early
date, a longer period being allowed for the ironwork of the
roof. I added that I had been prevented from replying to his
letter earlier on account of travelling and that I would
probably not be in London before the beginning of Yovenber. I
did not suggest that any matter should be delayed or postponed
for discussion with me.
Kr. Waring next wrote to me on the 25th.
October, enclosing a copy of a letter from the Contractors
(The Hormehay Co.) which I herewith forward, as it has some
bearing on the matter. He stated that it was not important
that the outstanding questions in connection with the roof

earliest possible date and he would be glad to hear when he might
